As Chief Executive Officer of Noesis, one of Portugal’s most respected technology consultancy firms and a growing international player within the Altia Group, he has led the organization from a team of fewer than 100 people to a workforce of more than 1,300, from revenues under eight million euros to more than 82 million, and from a domestic Portuguese operation to a company with offices and clients across the UK, Ireland, the Netherlands, the US, Brazil, and the UAE. The numbers are significant. But they are not the point. The point is how.

A Career Built on the Belief That Technology Must Serve a Purpose

Alexandre’s path into technology and consulting was never driven by the appeal of the sector alone. It was driven by what the sector made possible. What attracted him from the beginning was the combination of transformation and relevance, the fact that in technology consulting, the impact of decisions, ideas, and execution on how companies evolve, compete, and create value is visible and measurable in ways that few other fields allow.

Consulting added another dimension to that appeal. At its core, consulting is about helping organizations navigate complexity, make better decisions, and move forward with confidence. That purpose aligned closely with what Alexandre  found most meaningful in his early career: working directly with clients, understanding diverse business realities, and seeing firsthand how technology could solve concrete challenges. That exposure gave him a broad perspective very early on, and it reinforced something that has never left him.

“Technology only matters when it serves a real business purpose,” says Alexandre.

Over time, his motivation expanded from solving problems to building teams, creating the right conditions for people to succeed, and shaping a company with long-term ambition. The decision to join Noesis was shaped by the opportunity to influence the company’s direction and grow alongside it, a combination that has defined his entire tenure.

Three Decades, Three Turning Points

When Alexandre reflects almost thirty years at Noesis, he identifies three moments that shaped the company’s trajectory more than any others.

The first was the moment Noesis clearly established itself as a trusted and credible technology partner in Portugal. Starting with a small group of talented people, landing the first significant clients in the domestic market, and building a reputation for reliability and substance, that foundation became the platform for everything that followed.

The third turning point was the 2020 integration into the Altia Group, listed on the Spanish stock market, which gave Noesis additional scale, robustness, and a stronger platform for continued growth without displacing the values and culture that had made the company successful.

He adds, “Leading and scaling a company from around 100 to more than 1,300 employees, across multiple countries, and from less than eight million euros to more than 82  million euros in revenue has been a significant journey that I am proud and thankful to be part of.”

Leadership Philosophy: Proximity, Trust, and Setting People Up to Succeed

Leading a company of more than 1,300 employees is a fundamentally different challenge from leading a team of fewer than 100. Alexandre acknowledges reality directly. But he is equally clear about the values he refuses to compromise regardless of scale. Proximity is one of them. Even where it is no longer possible to know every employee personally, he continues to foster a culture grounded in accessibility, transparency, and openness, where people feel they can speak up, share feedback, raise concerns, and contribute ideas.

Experience has also shifted his focus toward the conditions that allow others to thrive. As Noesis has matured and its management structure has become more robust, a significant part of his role involves creating an environment in which the next generation of leaders can succeed. That shift, from directing to enabling, is one of the most consequential evolutions in his approach over the past three decades.

Alexandre asserts, “As the company matures, part of my role is to help create conditions for others to thrive. Leadership today is not only about direction. It is also about creating trust and developing talent.”

The company wants to strengthen its position as a leading technology consultancy, increase the weight of its international business, and build an organization with the scale, credibility, and long-term resilience to compete in demanding markets.

That means investing simultaneously in talent, in international operations, and in the continuous evolution of its service portfolio. Talent investment is foundational because growth in the consulting sector only becomes sustainable when supported by strong teams, capable leadership, and deep specialization. International investment is focused not only on commercial presence but on building local structures and competence centers that genuinely serve clients in their own markets.

Says Alexandre, “We do not want to grow at any cost. We want to grow in a disciplined and balanced way, preserving profitability, operational quality, and culture.”

The Nordic and Middle East Chapters

Two geographies stand out as especially significant in the current strategic cycle: the Nordics and the Middle East, each relevant for distinct reasons.

In the Nordics, Noesis already serves clients primarily through its Netherlands office, which has been expanding its reach across the Benelux, DACH, and Nordic regions. That existing client base provides a foundation of credibility and market understanding that distinguishes this approach from speculative market entry.

As Alexandre explains, “Those initial engagements with customers in the Nordics gave us an important base of experience and credibility and allowed us to start thinking more effectively in that market and in those countries. This phased approach reduces risk and allows us to learn, adapt, and grow in a more sustainable way.”

For 2026, the focus is on scaling that presence, strengthening relationships, and building the business-critical mass that would justify a more formalized local structure. The region’s economic sophistication, strong digital mindset, and high delivery standards align closely with Noesis’s value proposition.

The Middle East represents a different but equally significant opportunity. Noesis opened its local company in the UAE at the end of 2024, establishing operations in Dubai and beginning to develop client relationships and partnerships that underpin sustainable market presence. That presence has also opened reach into broader regional markets including Oman.

Positioning for the AI Era

The technology market is evolving at significant speed, and relevance increasingly depends on a company’s ability to help clients move from experimentation to execution. There has been enormous enthusiasm around AI, automation, and emerging digital technologies in recent years. But enthusiasm without execution does not create a business impact. When Alexandre considers the legacy, he hopes to build through Noesis. He is clear that it extends well beyond revenue milestones or market presence. He wants Noesis to be remembered as a company that grew with ambition but also with substance, that built genuine credibility in the market, delivered real value to its clients, and never lost sight of the importance of people throughout that journey.

The recent recognition of Noesis as a Great Place to Work in both Portugal and Europe reflect that commitment in concrete terms.
